How can a program that was developed in Canada be culturally relevant to other cultures that may be very different?

The Canadian Institute for Conflict Resolution (CICR) included a similar question on an end-of-training evaluation completed by trainees we trained in Rwanda, Bosnia and Herzegovina, and Indonesia.  Every trainee indicated that the training was totally relevant to their culture.
